B) To impose heavy punishment with heavy cost to the Government officials who file false counters and false reports. C) By considering the petitioner's representation dated 10.05.2026. Mr.K.Govindarajan, learned Deputy Solicitor General of India takes notice for the respondents 1 to 3 and Mr.M.Kannan, learned Counsel for State of Tamil Nadu takes notice for the fourth respondent. 2.The writ petition had been filed seeking a Mandamus directing the first respondent to instruct the respondents 2 and 3 to open the All India Institute of Medical Sciences Hospital at Thoppur, Madurai, immediately, to impose heavy punishment and costs to the Government officials, and to consider the representation given by the petitioner on 10.05.2026. 3.The petitioner appears to have the habit of approaching this Court seeking the same relief again and again. This is not the first writ petition that he has filed on the same issue seeking the same relief. The earlier writ petitions had been disposed of by a Co-ordinate Division Bench of this Court. It is also to be understood by the petitioner that the 3/6 https://www.mhc.tn.gov.in/judis W.P(MD)No.18547 of 2026 opening of a hospital under construction, particularly one on the scale of the All India Institute of Medical Sciences, requires administrative sanctions at each and every stage, and that necessary funds will have to be allotted. Approvals will have to be granted even for the construction of one room. Thereafter, the plan will have to be approved, and the building will have to be opened. It is a long-drawn process. It cannot be done at the whims and fancies of the petitioner or within the timeline stipulated by him. 4.We are not able to understand the reason behind the petitioner filing successive writ petitions on the same subject matter. He seems to have taken an affinity for filing such petitions. As a matter of fact, in one of the writ petitions that he had filed, this Court had imposed costs of Rs.50,000/- on him, and the only relief that the Hon'ble Supreme Court of India had granted was to reduce the costs from Rs.50,000/- to Rs.5,000/-. We are not inclined to give any directions either to the first respondent to give instructions to the respondents 2 and 3 or directly to any of the respondents. The petitioner is a busybody who seems to have 4/6 https://www.mhc.tn.gov.in/judis W.P(MD)No.18547 of 2026 taken an affinity for approaching this Court by filing petition after petition on the same issue. 5.In the light of the above, the writ petition stands dismissed. Out of sympathy for the petitioner and considering the fact that he would have spent money in preparing and typing the typed set of papers, in this instance, we refrain from imposing costs. No costs.
