1. Mr. M.S. Pal, learned Senior Counsel assisted by Ms. Amreen Bano, learned counsel for the petitioners.
2. Mr. R.C. Joshi, learned Brief Holder for the State of Uttarakhand.
3. Since common questions of fact and law are involved in these petitions, therefore, these petitions are clubbed together and decided by this common
judgment. However, for the sake of brevity and convenience, facts of WPSS No. 603 of 2026 alone are being considered and discussed.
4. Petitioner was appointed as Beldar in Irrigation Department in the year
2014. According to him, he is due for promotion, but his claim is not being considered. It is further the grievance of the petitioner that benefit of Assured Career Progression Scheme is also not being given to him.
5. In this regard, petitioner has made a representation to the Competent Authority, which is on record as Annexure 1 to the writ petition.
6. Learned State Counsel submits that petitioner’s representation is pending and the same shall be decided as early as possible.
7. The writ petitions are, accordingly,
disposed of by directing respondent no. 3 to take decision on petitioners’ representation(s) within six weeks from the date of presentation of certified copy of this order.
