The writ petition filed by this petitioner in WP(MD)No.16452 of 2020 was allowed by this court by order dated 12.01.2023. The petitioner has now filed a contempt application that the orders of this court in WP(MD)No.16452 of 2020 has not been complied with. The petitioner has added the Chief General Manager (HRD), Bharat Bhavan, Mumbai also as a party respondent to the contempt petition, based on his letter in HRD.HQ.2.Con.3, dated 20.01.2026, refusing the benefits to the petitioner that he is not entitled for the same. Admittedly, the 6th respondent was not a party to the writ petition in WP(MD)No.16452 of 2020. Despite the orders of this court, the 6th respondent has denied the benefits to the petitioner. Therefore, he is a necessary party to the petition. Therefore, this sub application is allowed.
