Despite receipt of notice, the respondents 2 and 3 have not turned up. 3. Heard the learned counsel appearing for the petitioner and the learned counsel appearing for the first respondent. 4. Considering the reasons assigned and taking note of the quantum of delay, this Court is inclined to condone the delay.
