(1) Mr.K.Surendar, learned Government Advocate accepts notice on behalf of the 1st respondent and Mr.E.C.Ramesh, learned Standing counsel accepts notice on behalf of the respondents 2 to 5. (2) Since no adverse order is passed against the respondents 6 and 7, notice to the respondents 6 and 7 is dispensed with. (3) The notice dated 02.04.2026 is addressed to one Maria Raja, the 6th respondent herein, who is the owner of the building constructed without permission ; whereas the writ petition is filed by one Devika, claiming as tenant of the premises. The contention of the petitioner is that no notice was issued to her before taking coercive action for removal of unauthorised construction. (4) The writ of mandamus to forbear the respondents from proceeding with any further demolition, sealing, dispossession or coercive action by a third party is not maintainable even though she may claim to be an occupant of the premises. While the authorities have taken steps as per the procedure for removal of the unauthorised construction by causing notice to the owner calling for protection of the required documents. If the owner has failed to produce documents, the authorities have every right to remove the unauthorised construction.
