ORAL ORDER
The captioned writ petition is filed seeking issuance of a writ in the nature of mandamus directing the respondents to consider the representation dated

21.02.2026 submitted by the petitioner, as produced at Annexure-A, and consequently to release the 13 pending sale deeds. The petitioner has also sought a further direction to respondent No.1 to consider the said representation and to take appropriate steps by referring the question of alleged undervaluation to respondent No.1 in terms of Section 45-A of the Karnataka Stamp Act,
1957.

Learned Additional Government Advocate, on instructions, submits that respondent No.2 3 the jurisdictional Sub-Registrar, having entertained a doubt with regard to the valuation reflected in the subject sale deeds, has already made a reference in respect of all the 13 sale deeds to respondent No.1 3 the competent Authority, with an endorsement indicating suspected undervaluation. It is further submitted that the said authority is now seized of the matter and is required to examine and determine whether the properties covered

under the said sale deeds are in fact undervalued in accordance with law.

Taking into consideration the submission made by the learned Additional Government Advocate and on perusal of the material on record, this Court finds that the grievance of the petitioner, insofar as seeking a direction to refer the documents, does not survive for consideration, in view of the fact that such a reference has already been made by respondent No.2. However, having regard to the limited grievance now subsisting, namely, expeditious
consideration of the petitioner9s representation and determination of the issue of undervaluation, this Court deems it appropriate to issue a limited direction to respondent No.1 to consider and decide the matter within a stipulated timeframe.
ORDER (i) The writ petition is allowed in part.
(ii) Respondent No.1 is hereby directed to consider the petitioner9s representation dated

21.02.2026, at Annexure-A, and to examine all the 13 sale deeds which have been referred by respondent No.2 for determination of alleged undervaluation, and pass appropriate orders in accordance with law.
(iii) In the event respondent No.1 requires any further clarification or additional material in relation to the reference made by respondent No.2 3 Sub-Registrar, respondent No.1 shall forthwith communicate with respondent No.2 and secure all necessary records, information and inputs pertaining to the said 13 sale deeds.
(iv) Respondent No.1 shall, after affording reasonable opportunity to the petitioner to produce relevant documents and substantiate the valuation disclosed in the sale deeds, and upon providing an opportunity of hearing, proceed to determine the issue of undervaluation and pass a reasoned order, strictly in accordance with law, within an outer limit of six (6) weeks from the date of receipt of a certified copy of this order.
