Petitioner is running a Pharmacy College at Haridwar in which different pharmacy courses are being run. According to the petitioner, the affiliating University, i.e. respondent no. 2 has failed to open its web portal for the academic year 2025- 2026, due to which, students registered with the petitioner college are unable to get themselves registered with the University for appearing in the ensuing examination. 5. By means of this writ petition, petitioner has sought the following reliefs:- “(i) Issue a writ, order or direction in the nature of mandamus commanding the Respondent No. 2, 3 and 4 to open the counselling and examination portal of the University, enabling the students, pursuing their B.Pharm course in the Petitioner-Institute for the academic year 2025-26 to register themselves, in the interest of justice. 2026:UHC:79-DB (ii) Issue a writ, order or direction in the nature of mandamus commanding the Respondent No. 2 to consider the overall facts and circumstances, due to which the students pursuing their studies, could not register in the web portal of the University, without being influenced by the report submitted by the committee constituted by it and/or direct the said committee to consider the matter afresh on merits and pass a reasoned order, after giving proper opportunity of hearing to all the stake holders, in the interest of justice.” 6. Learned counsel for the University submits that web portal could not be open, as deadline indicated by the regulatory body was over. He, however, submits that if petitioner makes representation for opening the web portal, then the competent authority in the University shall re-visit the matter, as per law. 7. The writ petition is, accordingly, disposed of with liberty to petitioner to make representation to the Vice Chancellor of the University concerned. If he makes representation within three days from today, Vice Chancellor shall take decision thereupon, as per law, within one week thereafter. (Subhash Upadhyay, .J.)
