ORAL ORDER
In this petition, petitioners seek for the following reliefs:-
“i) Issue a Writ in the nature of Certiorari to quash the endorsement dated 04.02.2021 issued by the Respondent No.3, Dy. Commissioner (Admin), Bruhath Bangalore Mahanagara Palike, in No.E-Office No.6771/2020, in proceedings pursuant thereto is produced at Annexure-A. ii) Issue a Writ in the nature of mandamus directing the Respondents No.1 and 2 herein to consider the representation dated 31.01.2024 and 11.06.2024, produced at Annexure – B and C and consequently direct them to extend the benefits of equal pay for equal work and other benefits to the Petitioners forthwith. iii) Issue a Writ in the nature of mandamus directing the Respondents No.2 and 4 herein to consider the representation dated 20.08.2024 produced at Annexure – D1 and D2 and consequently direct them

to release the arrears of salary to the Petitioners forthwith. iv) And pass such other order or orders as this Hon’ble Court deems fit to grant under the circumstances of the case in the interest of justice and equity.”
2. Heard learned counsel for the petitioner, learned AGA for respondent No.1 and learned counsel for respondent Nos.2 to 5 and perused the material on record.
3. A perusal of the impugned endorsement dated 04.02.2021 issued by respondent No.3 at Annexure-A will indicate that the same is cryptic, laconic, non speaking and unreasoned
order without assigning valid reasons which are violative of principles of natural justice. It is also pertinent to note that subsequent representations at Annexures-B, C, D1 and D2 have not been considered, I deem it just and appropriate to set aside Annexure-A and remit the matter back to concerned respondent for reconsideration of the claim of the petitioner in accordance with law within a stipulated time frame.
4. In the result, I pass the following:

ORDER i) The petition is hereby disposed of.
ii) The impugned order at Annexure-A dated 04.02.2021 issued by respondent No.3 is hereby set aside.
iii) The matter is remitted back for consideration of petitioner’s representations at Annexures B,C,D1 and D2 by passing a speaking order and in accordance with law within a period of three months from the date of receipt of copy of this
order. iv) Liberty is reserved in favour of the petitioner to submit replies, responses, pleadings, documents, etc., to the respondent, who shall consider the same, provide sufficient and reasonable opportunity to the petitioner and proceed further in accordance with law.
