The learned counsel for the petitioner submits that notice issued to the second respondent was sent to the address furnished by the second respondent before the Registry. However, the notice has been returned unserved with an endorsement 'no such person at the given address'. 3. Considering the averments made in the affidavit filed in support of this petition and having been satisfied with the reasons stated therein, this petition is ordered as prayed for. 4. The learned counsel for the petitioner is permitted to effect substituted service on the second respondent by way of publication in any English Newspaper or Vernacular (Hindi Newspaper), or both, having wide circulation in and around New Delhi, indicating the next date of hearing as 04.08.2026.
