Hon’ble Manoj Kumar Tiwari, J.
Mr. Suresh Chandra Bhatt, Advocate, for the petitioners.
Mr. Maneesh Bisht, Brief Holder, for the State.
(2) Since the issue involved in all these writ petitions is identical, therefore, these are being heard and decided together by this common judgment. However, for brevity, facts of Writ Petition (S/S) No. 1206 of 2026 alone are being considered and discussed here.
(3) Petitioner was engaged on contract as Block Programme Manager in National Rural Health Mission at Primary Health Centre, Kirtinagar, District Tehri Garhwal w.e.f. 22.2.2010 and he is serving in that capacity eversince then. According to petitioner, other similarly situate employees, including District Programme Manager and State Programme Manager, were given benefit of increment in remuneration during Financial Year 2010- 11, however that benefit has not been extended to him. In this writ petition, petitioner has sought a writ of mandamus directing the respondents to give increment to him for the Financial Year 2010-11, as was given to State Programme Manager and District Programme Manager.
(4) Learned State Counsel submits that although benefit of increment is available only to regular employees, but if what petitioner says is correct, then he can
2026:UHC:3417 approach the competent authority by making a representation.
(5) Writ petitions are, accordingly,
disposed of by permitting the petitioners to make separate representation to respondent no. 1. If petitioners make such representation highlighting their grievance to respondent no. 1 within three weeks from today, decision thereupon shall be taken, as per law, within four months thereafter.
