01. Heard learned counsel for the petitioner at length and perused the record.
02. After arguing for a while, when the learned counsel for the petitioner was confronted with the maintainability of the instant petition in which the disputed questions of fact have been involved, the learned counsel submits that the petitioner would feel satisfied, in case if the instant writ petition is treated as representation and be accorded consideration to the same within some reasonable time with respect to the averments pleaded in the writ petition, to which, learned counsel appearing on behalf of the respondents who have waived notice on behalf of the respondents are not averse provided the same is directed to be accorded consideration strictly under rules and as per law.

With the consent of learned counsel for the parties and without commenting upon the maintainability of the instant petition, this Court deems it proper to dispose of the instant petition at the very threshold as innocuous prayer has been made by the respondents 2 to 5 to treat the instant writ petition as a representation and to accord consideration to the claim of the petitioner with respect to the averments made in the writ petition, and pass a consideration order within a period of four weeks from the date a certified copy of this order alongwith complete set of writ petition are made available to the said respondents, strictly under rules and as per law.

It is also made clear that in case, if the said respondents deem it appropriate to record any personal hearing to the petitioner or any other stakeholder,the same shall also be given by notifying the date in advance and the petitioner will also be at liberty to produce any material relevant to the controversy in question. The order of consideration, which is likely to be passed, be forwarded to the petitioner through registered post.
01. The writ petition is disposed of, in the manner indicated above.
