The Court made the following order:
Heard Sri Sridhar Tummalapudi, learned counsel for the petitioner, learned Assistant Government Pleader for Social Welfare and learned Assistant Government Pleader for Finance and Planning appearing for respondents. 2. The grievance of the petitioner in the instant writ petition is against the inaction of the respondents not releasing financial assistance of Rs.10,00,000/- (Rupees Ten Lakhs only) to the daughter of the petitioner (Jayavarapu Sushma) in terms of G.O.Ms.No.29 dated 27.08.2016. 3. It is contended that the Government of Andhra Pradesh introduced various schemes for providing financial assistance to students pursuing higher education in foreign universities. One such scheme was introduced by the 1st respondent vide G.O.Ms.No.29, dated 27.08.2016. The daughter of the petitioner was selected for grant of financial assistance under the said scheme and the requisite amount was also sanctioned in her favour. However, the sanctioned financial assistance has not been released. The petitioner had to bear the educational expenses by arranging the required funds. Despite the sanction of the amount, the respondents have failed to release the same. Thus, the present writ petition has been filed. 4. Today, when the matter is taken up for consideration, the learned Assistant Government Pleader for Social Welfare placed before the Court a copy of the written instructions received from the 3rd respondent, dated
30.06.2026.
A perusal of the same reflects that the 3rd respondent processed

the bill vide Proceedings No.952/EBC-AOVN/2025-138, dated 24.12.2025, for release of financial assistance in favour of the daughter of the petitioner (namely Jayavarapu Sushma). The bill was approved on 31.12.2025. However, the same was closed by the Finance Department on 31.03.2026 due to lapse of budget for the said financial year, with the status, "Bill returned to DDO as per Articles 39 & 50 of the Financial Code, Vol. I." It is further stated that the bill was reprocessed and that the amount will be credited to the bank account of the daughter of the petitioner as and when the required budget is released by the Finance Department. 5. Having regard to the facts and circumstances of the case, this Court deems it appropriate to dispose of the writ petition with a direction to the respondents to release the sanctioned financial assistance in favour of the petitioner’s daughter within a period of four (04) months from the date of receipt of a copy of this order. 6. Accordingly, the Writ Petition is disposed of. No order as to costs.
