1 IN THE HIGH COURT AT CALCUTTA [ CIRCUIT BENCH AT PORT BLAIR ] *** WPA/485/2026 Abdul Salam Vs. The Lieutenant Governor and others Mr. M. K. Thakur … for the petitioner Ms. Babita Das … for the respondents September 28, 2026 [SR] Item No.3 1. Heard learned advocate for the writ petitioner and learned advocate for the Administration. 2. Petitioner’s grievance is inaction on part of the authorities to grant sale permission for his lands. It is stated that he made an online application on 15.07.2026; thereafter he gave a reminder but till date, the sale permission has not been issued by the Deputy Commissioner. 3. Learned advocate for the Administration, upon instructions, handed over a copy of the screenshot of the online portal wherein the reason for the petitioner’s application not being proceeding is notified. It is stated therein that the land revenue receipt of current year is not uploaded. 4. Learned advocate for the petitioner however submits that since the application has been accepted through online, such reason is unsustainable. This Court finds no force in such submission. There is no averment in the writ petition that the land receipt of current year has been uploaded. 2 5. In such circumstances, this Court leaves it to the writ petition to take steps for furnishing the requisite document through online to facilitate a decision on the application for sale permission, in accordance with law. 6. The writ petition is accordingly disposed of. 7. Print out copy of screenshot of the online portal be kept on record. 8. All parties are directed to act on a server copy of this order duly downloaded from the official website of this Court. ( Madhuresh Prasad, J. )
