Writ of Mandamus has been instituted to direct the respondent to frame appropriate rules in in terms Rejanish Vs. K Deepa ( 2025 INSC 1208) to include the Presidents of the District Consumer Disputes Redressal Commissions, Tamil Nadu on par with judicial officers for the purpose of participation in the examination for appointment to the post of District Judge (Direct Recruitment) under Article 233 (2) of the Constitution of India by considering petitioner representation dated 08.04.2026 made to the respondent within a time frame. 2. The writ petition has been filed based on presumptions and assumptions, thus premature. The petitioner has not established any cause of action for institution of the writ proceedings. Learned counsel for the petitioner would submit that in the event of issuing any recruitment notification for direct recruitment to the post of District Judge (Entry level), the petitioner may be permitted to participate in the examination. Eligibility or non-eligibility cannot be presumed by a candidate. However, the learned counsel for the respondent would submit that the petitioner submitted a representation before the High Court, which was forwarded to the Committee for consideration. 4. Mere submission of a representation without any cause per se would not constitute a ground for institution of writ proceedings. Thus, the writ petition being premature, stands dismissed. No costs.
