Upon hearing the learned counsel for the petitioner and the learned Government Advocate (Crl.Side) appearing for the first respondent, and perusing the records, it can be seen that the petitioner had made a detailed representation/complaint to all the higher authorities from the Chief Minister's Grievance cell upto Deputy Superintendent of Police, Vellore stating that with reference to a civil dispute between himself and some third parties arising out of running of some cinema and other businesses, etc., the local police interfered in the matter, pressurised him to make payment and also subjected him to the threat of arrest, etc., and as such makes a complaint as against the police personnel for criminal intimidation, extortion, and conspiracy, etc. It can be seen from the records that the Vigilance and Anti Corruption, North Range, Chennai had forwarded the said complaint to the Superintendent of Police, Vellore. Thereafter, the complaint is further sent to the Inspector of Police, Vellore North Police station. Therefore, the grievance of the complainant is that the complaint has reached the very same personnel who are involved in the offence. 3. Considering the nature of grievance expressed, I am of the view that the petitioners grievance can be redressed in the following manner:- (i) The petition shall be taken up for enquiry by the Deputy Superintendent of Police, Vellore Range. https://www.mhc.tn.gov.in/judis CRL OP No. 16801 of 2026 ____________ Page No.3 of 4 (ii) The petitioner shall also be examined and after conduct of preliminary enquiry, if the Deputy Superintendent of Police is of the opinion that further action has to be taken in the manner known to law, then he himself or by entrusting into any other police, who are not actually involved in the issue, further action can be taken. (iii) In any event, the result of the enquiry shall be intimated to the petitioner in writing. 4.
