Learned counsel for the petitioners submits that pursuant to a work order issued by the Pradhan, Charmarchi Gram Panchayat in favour of the petitioners on 14th February, 2013 for construction of boundary wall at Sukriti river Part No.16/22 under Chamarchi Gram Panchayat, the petitioner completed the work satisfactorily and was granted a completion certificate by the Pradhan to that effect on 5th March, 2018. The Block Development Officer, by a letter issued on 25th October, 2019 approved the payment of the work executed by the Gram Panchayat upon recording completion of the work and stating the due amount to be Rs.5,48,188/-.

Learned counsel for the petitioner submits that the entire amount is still due.
Learned counsel for the State submits a report of the Pradhan dated 7th September, 2026 which demonstrates that the relevant work order is not traceable at the Panchayat office, no record is found at the office and wrong compilation certificate was submitted by the petitioner. It appears that the work order was issued in 2013, the work completed and completion certificate was issued in 2018 and approval of the work certified by the Block Development Officer in 2019. Therefore the report submitted by the Pradhan as late as in 2026 cannot be relied upon. Upon consideration of the material on record, this Court directs the Pradhan, Chamarchi Gram Panchayat, being the 7th respondent herein, to disburse the entire due amount of Rs.5,48,188/- to the petitioner within eight weeks from the date of communication of this order subject to compliance by the petitioner with all requisite formalities. The writ petition is disposed of accordingly. There shall, however, be no order as to costs. Since no affidavit is invited, the allegations contained in the petition are deemed not to have been admitted.
