Learned counsel for the petitioners submits that his representation dated 24th July, 2026 may be considered and decided by the Principal Secretary, Transport Department. Learned counsel submits that the decision has to be taken by the Regional Transport Authority, Kolkata. 3. The representation was regarding permission to deposit the requisite fee for grant of contract carriage permits of auto-rickshaw in the route no.115 (CIT Padma Pukur (Entally to Saatgachi (Topsia) via CIT Road, Sundari Mohan Avenue Park Circus Maidan, Bridge No.4). 4. Learned counsel for the State has fairly submitted that the concerned officer shall consider 2 and decide the representation expeditiously after giving the parties an opportunity of being heard. 5. In view of the submissions made, let the representation dated 24th July, 2026 be considered and decided by respondent nos. 2 and 4 shall consider and decide the representation after giving the parties an opportunity of being heard in accordance with law. The concerned authority shall also communicate the decision within two weeks. 6. Since the affidavit-in-opposition has not been filed, the averments made in the petition are not deemed to have been admitted. 7. It is also pertinent to mention here, that this court has not gone into the merits of the case and no expression made herein shall tantamount to be an expression on the merits of the case. 8.
