Learned counsel for the State submits that pursuant to the order passed on 31st August, 2026, the issue has been taken up by the District Panchayat and Rural Development Officer who has found that the petitioners were within the age of 45 years as on 1st January, 2018 but their names could not be recommended for appointment to the post of Panchayat Karmee since they did not fulfil the criteria of rendering service for six years.
Learned counsel for the petitioners takes this Court to the list of Collecting Sarkars recommended in terms of the Memo dated 24th July, 2026 wherein the applicants who were engaged as Collecting Sarkars in 2017 and 2018 have also been recommended. It appears from the Memo dated 22nd May, 2023 that the eligibility criteria of Collecting Sarkars are as follows:
1. The Collecting Sarkars who have rendered satisfactory service for at least 6 (six) years as on 01.01.2018 and as on 01.01.2023 in any Gram Panchayat under this district.

2. The Collecting Sarkars whose age shall not be more than 45 years and not less than 18 years as on 1st day of January, 2018.
3. The Collecting Sarkars who have passed the final examination of Class VIII from any recognized institution. It appears that the petitioners fulfilled all the criteria laid down in the memo dated 22nd May, 2023. Fulfillment of criteria nos.2 and 3 is not in dispute. With regard to the 1st criteria, the petitioners appear to have rendered satisfactory for at least six years as on 1st January, 2023 and have therefore fulfilled the said criteria too. In view of the above, District Panchayat and Rural Development Officer, Purba Medinipur, being the 4th respondent herein, is directed to recommend the names of the petitioners for approval to the Finance Department within three weeks from the date of communication of this
order in order to enable the petitioners to participate in the recruitment process pertaining to Panchayat Karmee. The writ petition is disposed of accordingly. There shall, however, be no order as to costs. Since no affidavit is invited, the allegations contained in the writ petition are deemed not to have been admitted. Urgent certified website copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities. (Suvra Ghosh, J.)
