The Regional Transport Officer, Murshidabad has filed the report stating there that the vehicle in question was seized in violation under Section 192 of the Motor Vehicles Act, 1988. The challan has not yet been disposed of. 2. Let the petitioner first dispose of the challan. The petitioner may raise all legally permissible contentions before the appropriate authority and the appropriate authority shall decide the same in accordance with law without being influenced by filing of the present petitioner. 3. In view of the same, the present petition is disposed of keeping all the contentions open. 4. It is made clear that this court has not gone into the merits of the case and no expression made 2 herein shall tantamount to be an expression on the merits of the case. 5.
