GP FOR SERVICES I The Court made the following: 3 HON’BLE SRI JUSTICE NYAPATHY VIJAY W.P.No.17712 of 2026 O R DE R: The present writ petition is filed aggrieved by the action of Respondents in not considering the case of the Petitioner for promotion to the post of Panchayat Secretary Grade-III as illegal and arbitrary. 2. Petitioner was appointed as Panchayat Secretary, Grade- IV, on 23.07.2018 and was posted as Panchayat Secretary to Ramakrishna Puram, Gram Panchayat, Koduru Mandal. While so, the Petitioner was placed under suspension vide proceedings dated 26.08.2020 on the ground that the Petitioner issued NOC to one person in a disputed land. Subsequently, the suspension was revoked and the Petitioner was reinstated into service on 27.03.2021. However, the Petitioner is not being considered for promotion to the post of Panchayat Secretary, Grade-III. It is also stated that no disciplinary proceedings or criminal case was filed against the Petitioner. 3. Learned Assistant Government Pleader for Services submits that the conduct of the Petitioner is under examination and that initiation of departmental inquiry is under consideration. 4 4. Heard Sri Veladi sai Sri Harsha, learned counsel for the Petitioner and learned Government Pleader for Services. 5. As no charge memorandum has been issued till date, there is no bar for consideration of the case of the Petitioner for promotion to the post of Panchayat Secretary, Grade-III as per G.O.Ms.No.66, GA (Ser.C) Department, dated 30.01.1991. 6. In view thereof, the writ petition is disposed of directing the Respondents to consider the case of the Petitioner for promotion to the post of Panchayat Secretary, Grade-III. No order as to costs.
