JUSTICE A. GUNESHWAR SHARMA Order 25.05.2026 [1] Present Ms. B. Nandita, learned counsel and Mr. Kh. Tarunkumar, learned senior counsel assisted by Ms. Kh. Maria, learned counsel on behalf of the petitioners in the connected matters. Also present Mr. S. Vijayanand Sharma, learned Sr. PCCG for the Central Government, Mr. BP. Sahu, learned senior counsel assisted by Mr. DP. Sahu, learned counsel for the Manipur University and Ms. Y. Jinita, learned counsel for some of the private respondents. [2] Mr. HS. Paonam, learned senior counsel assisted by Ms. Malemleima, learned counsel, submits that two applicants have filed MC(WP(C) No. 390 of 2026 for impleading as respondent Nos. 4 & 5 in WP(C) No. 119 of 2025 on the ground that they are the candidates who appeared in the recruitment for the post of stenographer and store keeper and by the present writ petition, writ the petitioners pray for cancellation of examination. In the circumstances, it is submitted that applicants are also necessary party in the present case and if they are impleaded as respondents, the applicants will adopt the counter affidavit filed by the Manipur University and will not file separate counter affidavit. [3] Ms. B. Nandita, learned counsel for the petitioners, has objection in impleading the applicants. [4] This Court has perused the materials on record, especially MC(WP(C) No. 390 of 2026 and WP(C) No. 119 of 2025. In WP(C) No. 119 of 2025, respondent Nos. 4 to 8 have already been impleaded vide order dated 17.10.2025. Since five more respondents have been impleaded, objection for impleading two more respondents cannot be sustained. [5] In the circumstances, MC(WP(C) No. 390 of 2026 is allowed. Two applicants namely Shri Maibam Pramotchandra Singh and Leishangthem Sunita Devi are impleaded as respondent Nos. 9 & 10 in WP(C) No. 119 of 2025, as respondent Nos. 4 to 8 have already been impleaded by order dated 17.10.2025 [even though prayer is for impleading as respondent Nos. 4 & 5]. [6] Registry is directed to make necessary incorporation in the array of parties in the main writ petition. Petitioner is directed to file recast memo of parties by online as well as physical copy.
