ORAL ORDER
1. In this writ petition, the petitioner is assailing the
order dated 25.08.2029 at Annexure-K, issued by respondent No. 2 inter-alia sought for direction to the respondents to enter the name of the petitioner in the RTC Extracts.
2. Heard Sri. Shivashankara Y.D., learned counsel appearing for the petitioner and Sri. Aditya Diwakara, learned Additional Government Advocate appearing for the respondent-State.
3. Having taken note of the averments made in the writ petition, no sufficient cause has been shown for condoning the delay of 24 years in filing the writ petition challenging the impugned order at Annexure- K.
4. In that view of the matter, I am of the opinion that the writ petition deserves to be dismissed on the

ground of delay and laches, as the delay in filing the writ petition remains unexplained.
5. Following the declaration of law by the Hon'ble Supreme Court in the case of Shivamma (D) by LRs. v. Karnataka Housing Board and Others, reported in 2025 SCC OnLine SC 1969, and in the case of H. Guruswamy and Others v. A. Krishnaiah (since deceased) by LRs., reported in 2025 SCC OnLine SC 54, the writ petition is accordingly dismissed on the ground of delay and laches.
