Learned advocate for the petitioner seeks leave to add Chief Technical Officer of East Kolkata Wetlands Management Authority as a party respondent in the instant writ petition. 2. Leave is granted. 3. Let necessary modification in the cause title of the writ petition be immediately made incorporating the Chief Technical Officer, East Kolkata Wetlands Management Authority as respondent no.3 in the instant writ petition. 4. The instant matter relates to restoration of electricity connection of the petitioner which has been disconnected in the year 2021 by the respondent/CESC Ltd. due to non-payment of bills. 5. Learned advocate for the petitioner submits that the petitioner had to leave station for consecutive years due to compelling reasons for which neither he could use the concerned premise or pay electricity bill for the same. He further submits that now the petitioner wants to resume utilization of the said premise and for the said purpose he wants to restore electricity connection by duly remitting the outstanding bill amount. 6. Learned advocate for the respondent/CESC Ltd. has raised strong objection to such contention and prayer of the petitioner on the ground that pursuant to an order of this Court dated 8th December, 2025 passed in WPA no.17901 of 2023, no electricity connection can be given to any premise under the control of East Kolkata Wetlands Management Authority. 7. It appears that grant of connection of electricity, particularly grant of new connection of electricity has been prohibited by the Court vide the said order dated 8th December, 2025 to any premise under the control of East Kolkata Wetlands Management Authority. 8. Though technically speaking, the petitioner’s electricity connection is not a new connection but restoration of an old electricity connection lying disconnected due to non-payment of outstanding bills. In such circumstances, it is found proper to dispose of the instant writ petition by directing the added respondent no.3 to consider and dispose of the petitioner’s prayer for restoration of electricity connection in lieu of payment of outstanding bills and decide thereupon by dint of a reasoned order. 9. Let the exercise as above be done by the added respondent no.3 within a period of four weeks from the date of communication of a copy of this order and upon granting a reasonable opportunity of hearing to the present petitioner. 10. Accordingly, the instant writ petition stands disposed of. 11. All parties shall act on the basis of server copy of this order duly downloaded from the official website of this Court. 12. Urgent photostat certified copies of this order, if applied for, be given to the parties upon compliance of all necessary formalities. ( Rai Chattopadhyay, J. )
