Mr. Dinesh Gahatori, Advocate for the petitioner. Mr. Rajeev Singh Bisht, Additional Chief Standing Counsel for the State. 2. Petitioner is serving as Registrar Kanoongo in District Haridwar. He is aggrieved by order dated 13.02.2026, passed by District Magistrate, Haridwar whereby he has been attached at Laksar. 3. Learned counsel for the petitioner submits that petitioner was earlier serving at Haridwar and he was transferred to Roorkee only on 09.02.2026 and within 04 days of his joining at Haridwar, he has again been shifted to Laksar, which is unjust and also in violation of Government Order. 4. Learned State Counsel was asked to get instructions in the matter. Upon instructions, Mr. Rajeev Singh Bisht, learned Additional CSC submits that petitioner’s attachment at Laksar is in view of ongoing Central Government Scheme named as ‘AgriStack’ in which farmers’ directory has to be prepared and unique I.D. is to be generated and allotted to every farmer for the purposes of direct benefit transfer to such 2026:UHC:1710 farmers. 5. He submits that as per the directives issued by the Central Government, aforesaid exercise has to be completed within the month of March, 2026, therefore, in view of extreme urgency, petitioner was attached at Laksar in public interest. 6. He submits that census operations have also commenced for which extra manpower is needed at Laksar. He submits that petitioner’s attachment is not because of any complaint or adverse material and that arrangement was made purely in public interest, which would last only till the urgency exists. 7. In view of the statement made by learned State Counsel, no further direction is needed. The writ petition, however, is disposed of by providing that petitioner shall be relieved for Roorkee as soon as work at Laksar is completed.
