1 IN THE HIGH COURT AT CALCUTTA [ CIRCUIT BENCH AT PORT BLAIR ] *** WPA/234/2026 Meenu Mandal Vs The Andaman and Nicobar Administration and others Mr. K. Vijay Kumar … for the petitioner [through virtual mode] Ms. Babita Das … for the respondents September 23, 2026 [SR] Item No.4 1. Heard the learned advocate for the writ petitioner. 2. Petitioner applied for issuance of a family declaration certificate in respect of his father and mother, since deceased. The petitioner complains that the certificate has still not been issued, though an application was made on 14.08.2025. 3. The document annexed to the writ petition reveals that requisite death certificates of the family members in respect of whom he is seeking a family declaration certificate were not submitted by the writ petitioner. 4. It is submitted by the learned advocate for the writ petitioner that, in view of the family dispute, he is unable to furnish the documents. 5. Learned advocate for the A & N Administration has handed over a print out of the Online application, from which it appears that submission of death certificate of the concerned deceased is a mandatory requirement for issuance of family declaration certificate. The same having not submitted, there is no scope for the petitioner to claim a direction for issuance of 2 family declaration certificate. There is no scope for issuance of a direction in this regard. Leaving it to the petitioner to submit necessary documents for issuance of the certificate, the writ petition is accordingly disposed of. 6.
