The present petition has been filed challenging the validity of the notification at Annexure-L. The petitioners have also sought for directions to consider the representation at Annexure-K series. In terms of representation at Annexure-K, petitioners have requested for stay of selection process.
2. The facts made out are that the petitioners are assailing the recruitment to the post of Junior Engineer (Civil) and Junior Engineer (Mechanical) and Assistant Librarian in the Department of Water Resources and Public Library.

3. On behalf of the respondents, it is pointed out that the matter ought to be relegated to the Tribunal.

Section 15 (1) (a) of the Administrative Tribunal Act, 1985 provides that the Administrative Tribunal for a State shall exercise, on and from the appointed day, all the jurisdiction, powers and authority exercisable immediately before that day by all courts except the Supreme Court in relation to recruitment, and matters concerning recruitment, to any civil service of the State or to any civil post under the State.
5. The recruitment which is the subject matter of the writ petition relates to civil post under the State. If that were to be so, the substantive remedy available before the Administrative Tribunal ought to be availed of. There are no such extraordinary circumstances warranting entertaining of the writ petition without relegating the petitioners to avail of the remedy before the State Administrative Tribunal.

6. Accordingly, the petition is disposed of relegating the petitioner to approach the Tribunal. All contentions on merits are kept open.
Noticing that there was interim order, all that could be said is that any action taken by the respondents would be subject to further proceedings initiated before the appropriate authority. All pending I.A.'s are disposed of as not calling for adjudication in light of the final order passed.
