The petitioner is aggrieved that he has not been given the requisite financial benefits, though he has entitled to the same. 2. The respondent no. 4 has filed a report, which reiterates its earlier stand that the particulars of the petitioner being the documents, are lying in a particular building, which are under lock and key and, hence, the petitioner’s case could not be considered. 3. The petitioner has disclosed the necessary documents with this writ petition. 4. In view of these documents being available to the petitioner, the respondent no.2 is directed to treat the writ petition as a representation, which he will decide as to the number of increments the petitioner is entitled and the consequential benefits thereof. 5. The respondent no. 2 will decide the issue upon hearing the petitioner, which will be conducted with adequate 2 prior notice to the petitioner. The resultant order will be communicated to the petitioner within a week from passing the same. The entire process as afore-stated will be completed within a period of twelve weeks form date. 6. As submitted by Mr. Roy Chowdhury, learned Advocate appearing for the State, the provisional pension has not been given since May 2025, ostensibly on the ground that the issue of increment had not been decided. 7. The concerned authority is directed to disburse the arrears of such provisional pension from May 2025 till September 2026 by October 31, 2026. The parties will receive and pay the same without prejudice to their rights and contentions. 8. With the afore-stated directions, the writ petition is disposed of. 9. There shall, however, be no order as to costs. 10. All parties shall act on the basis of a server copy of this order duly downloaded from the official website of this Court.
