Supplementary affidavit filed in Court be taken on record. It appears therefrom that the petitioner has collected several documents from the college authority upon proper acknowledgement. Copy of the acknowledgment receipt is annexed at page 33 of the supplementary affidavit. The said acknowledgement also mentions that NOC and internship certificate (completion) has not been received by the petitioner on August 10, 2026. 2. It transpires that the original log book of the petitioner was not available with the college. As per the information provided by the college, the petitioner applied for reconstruction of compulsory rotary internship log book from the secondary records and materials available. 3. Upon reconstruction of the log book, it was found that the internship work of the petitioner was very unsatisfactory and poor. The petitioner has been communicated about the same. The petitioner is not collecting the final certificate which mentions about his poor and unsatisfactory performance in the internship work. 4. Learned counsel for the petitioner submits that the college has deliberately evaluated the internship work of the petitioner as unsatisfactory and poor. The college already issued provisional certificate on January 9, 2025 by mentioning that the petitioner completed one year compulsory rotary internship on December 31, 2024. 5. According to the petitioner, as he completed the compulsory rotary internship, accordingly, a final certificate mentioning successful completion of the internship ought to have been issued. 6. It has been highlighted that the provisional certificate mentions about unsuccessful completion of the Bachelor of Dental Surgery (BDS) course in 2024. 7. Prayer has been made to direct the college to issue a final certificate mentioning the successful completion of the internship course. 8. Learned counsel for the college, on the other hand, submits that the college has all along tried to cooperate with the student. The college checked up the records of the student and found that the candidate has forged and manipulated documents for preparation of his log book. The petitioner failed to attend a single patient which was referred to him by the college during the period of his internship. He collected the names 2 of patients from the candidates of the BDS course who are junior to him and mentioned their names in his log book. Such fraudulent act of the petitioner was detected at the time of cross- examination of the entry made in his log book. 9. It has been submitted that the petitioner deliberately did not submit the log book as he knew that he does not have enough entries in the same. 10. It has further been submitted that the petitioner along with his learned counsels were entertained by the college and log book of the petitioner was shown to them. 11. It has been contended that it is not possible for the college to issue a successful internship certificate in favour of the petitioner as the internship work of the petitioner has been found to be extremely unsatisfactory and poor. 12. Upon hearing the submissions made on behalf of both the parties and on perusal of the documents annexed to the writ petition, it appears that though the petitioner completed his BDS course in 2024 when the final examination of the same was held in the months of October-December 2023 and the result was published on December 15, 2023, but the compulsory one year internship was not successfully performed by him. 13. The work done by the petitioner during his internship period has been communicated to the petitioner by the college vide communication dated September 11, 2026 wherefrom it appears that his internship work was evaluated as very unsatisfactory and poor. The same leads to the unsuccessful internship course. 14. The performance of the petitioner in his 3 internship is reflected in the communication dated September 11, 2026 as follows:- Name of the Department Period Oral and Maxillofacial Surgery Zero days (55 working days) 0 work Oral Medicine and Radiology 20 out of 23 working days. As it appears that the college has evaluated the internship period of the petitioner and found his performance to be unsatisfactory and poor, the prayer of the petitioner for a direction upon the college to issue a final certificate mentioning successful completion of the internship course cannot be allowed. 16. The petitioner tries to dispute the mode and the manner of evaluation of the performance of the candidate. 17. The Court is of the considered opinion that the Court is not an expert authority to evaluate the performance of a student. The same is in the exclusive domain of the college. 18. The factual dispute with regard to the performance of the petitioner in the internship course cannot be adjudicated in the instant writ petition. 19. The writ petition fails and is hereby dismissed. 20. All parties are to act on the server copy of this 4 order duly downloaded from the official website of this court. 21.
