Heard learned counsel appearing for the Parties. 3. Mr. P.K. Parhi, learned DSGI raised a preliminary objection with regard to maintainability of the writ petition before this Court inter alia contending that all the impugned orders having been passed outside the State of Odisha while Petitioner in service, the writ petition is not maintainable before this Court. 4. Learned counsel appearing for the Petitioner on the other hand contended that, Petitioner being a permanent resident of the State, the writ lies to this Court. 5. This Court after going through the materials available on record, finds that all the orders since have been passed outside the State, it is the view of this Court that, no cause of action arose within the territorial jurisdiction of this Court. Accordingly, the writ petition as per the considered view of this Court is not maintainable. Page 2 of 2. 6. It is open for the Petitioner to move the appropriate High Court having jurisdiction over the matter. 7. With the aforesaid liberty the writ petition stands disposed of.
