Borah, learned counsel for the applicant. This is an application praying for impleadment of Commissioner & Secretary to the Governor of Assam, Raj Bhawan, Uzanbazar, as party respondent No.5 in the connected writ petition being WP(C) 6671/2025. The applicant who was working as Deputy Inspector of School at Guwahati has been dismissed from service by the Secretary to the Govt. of Assam, School Education Department, against which, an appeal has been filed before the Hon’ble Governor of Assam under Rule 13 of the Assam (Discipline & Appeal) Rules, 1964, which is pending. By filing the connected writ petition, the applicant has prayed for a direction to dispose of the appeal filed by the petitioner. Having considered the grievance raised by the petitioner in the writ petition to the extent for a direction to dispose of the appeal preferred by the petitioner against the order of dismissal from service, I am of the considered view that the Commissioner & Secretary to the Governor of Assam, Raj Bhawan, Uzanbazar would be a necessary party in the connected writ petition. Accordingly, the Commissioner & Secretary to the Governor of Assam, Raj Bhawan, Uzanbazar, is allowed to be impleaded as party respondent No.5 in the connected WP(C) 6671/2025.
