V.DYUMANI (SC for TTD) The Court made the following: 3 THE HONOURABLE SRI JUSTICE TARLADA RAJASEKHAR RAO WRIT PETITION No.27828 of 2021 ORDER: The present Writ Petition is filed under Article 226 of the Constitution of India seeking the following relief: “to issue a Writ of Mandamus declaring action of the respondents in appointing and continuing the petitioners on contract basis through different agencies from time to time though the petitioners have been working since long time and have been fully eligible and qualified to be appointed as regular DTP Operators, and not paying the petitioners wages in the minimum time scale attached to their post and action of the respondents in trying to discontinue the petitioners as illegal, arbitrary and contrary to the well settled principles of natural justice.” 2. Heard Sri Ghanta Ramarao, learned senior counsel, representing the learned counsel for the petitioners and the learned Standing Counsel appearing for the respondents. 3. Learned senior counsel would submit that the issue in the present writ petition is covered by the order dated 23.01.2026 in W.P.No.8801 of 2021 and batch and requests this Court to pass similar orders. 4. Learned counsel appearing for respondents also not refuted the same and fairly stated to pass orders in terms of W.P.No.8801 of 2021 and batch. 5. Considering the judgments of the Hon’ble Apex Court in Jaggo vs. Union of India & Others1 and Dharam Singh & Others vs. State of U.P. & another2 and decisions of this Court in W.P.Nos.29403 and 38488 of 2018 1 2024 Online SC 3826 2 2025 AIR (SC) 3897 4 dated 03.04.2018, a coordinate Bench of this Court disposed batch of Writ Petitions granting liberty to each petitioner to file a separate representation seeking regularization of their services/Minimum Time Scale, before the 2nd respondent Board, mentioning the date of appointment and furnishing details regarding the duties discharged by them. 6. Therefore, extending the same order the present Writ Petition is disposed of directing the petitioners to file a representation seeking regularization of the petitioners’ services and minimum time scales before the 2nd respondent mentioning all details as required within a period of four (4) weeks from the date of receipt of the order. 7. Upon receipt of such representations, the 2nd respondent-Board, after calling for necessary reports, if any, from the Executive Officer of TTD, shall pass appropriate orders within a period of six (6) months thereafter. During the pendency of consideration of the representations, the respondents are directed not to take any coercive steps to discontinue the services of the petitioners. Accordingly, the Writ Petition is disposed of in terms of the order dated 23.01.2026 in W.P.No.8801 of 2021 and batch. There shall be no order as to costs.
