Heard Ms. M. Sumalatha, learned Counsel for the Writ Petitioner, Sri M. Srinu Babu, learned Assistant Government Pleader for Municipal Administration & Urban Development, Ms. D. Naga Chandrika, learned Assistant Government Pleader for Finance & Planning and Sri S. Vijay Kumar, learned Counsel appearing on behalf of Sri A.S.C. Bose, learned Standing Counsel for Greater Visakhapatnam Municipal Corporation. 2. Sri S. Vijay Kumar, learned Counsel appearing on behalf of Sri A.S.C. Bose, learned Standing Counsel for Greater Visakhapatnam Municipal Corporation, has submitted the Written Instruction, which is in the form of a Counter Affidavit, furnished by the Commissioner,Greater Visakhapatnam Municipal Corporation. Copy of it is supplied to the learned Counsel for the Writ Petitioner and the same is taken on record. 3. The Written Instruction, which is in the form of a Counter Affidavit, would indicate that the bills have been admitted and were also uploaded for the financial year 2023-2024.
The bills would have lapsed upon the completion of

the said financial year. However, no explanation is forthcoming from the Respondents as to why the bills have not been uploaded in the CFMS Portal for the financial years 2024-2025 & 2025-2026. In any case, both the financial years have already been completed. 4. In this view of the matter, this Court deems it appropriate to allow this Writ Petition with a direction to the Respondents including Respondent Nos.1, 2 &5, to complete the entire administrative process, both inter-departmental and intra-departmental, by way of mutual cooperation and coordination, within a period of four(4) weeks from today and transfer the due amountto the bank account of the Writ Petitioner withintwo (2) weeks thereafter. 5. Writ Petitioner is directed to submit the bank account details to the Competent Authority within two (2) weeks from today for effective compliance. 6. With these observations and directions, this Writ Petition stands allowed. No order as to costs. 7.
