Affidavit of service filed by the petitioner is taken on record. 2. Learned counsel for the petitioner submits that the petitioner purchased a vehicle No. WB- 23C/9103 from State Bank of India, Zonal Office, SME Centre, Bidhannagar, Kolkata being the highest bidder. 3. Learned counsel submits that though the Bank issue all the requisite documents/certificates the authority has failed to register the Vehicle in the name of the petitioner. 4. Learned counsel submits that even the representation dated 22nd July, 2026 has not been responded to. 5. Learned counsel for the Bank submits that they have done all the formalities and are further ready and willing to do any formality, if required, in accordance with law. 6. Learned counsel for the petitioner submits that private respondent has also been served. 7. Affidavit of service filed. Let it be taken on record. However there is no representation on behalf of the private respondent. 8. Learned counsel for the State submits that as per procedure the vehicle has to be first registered in the name of bank and then in the name of the purchaser. 9. Learned counsel for the State submits that the representation dated 22nd July, 2026 had been considered and decided after giving the parties an opportunity of being heard. 10. Learned counsel for the petitioner submits that even he be satisfied if representation dated 22nd July, 2026 is considered and decided in accordance with law. 2 11. In the circumstances the present petition is disposed of with a direction to the respondent No. 2 Regional Transport Authority, Kolkata Region to dispose of the representation dated 22nd July, 2026 expeditiously preferably within four weeks after affording all the concerned parties an opportunity of being heard in accordance with law. 12. The decision shall be communicated to the petitioner within two weeks of the decision. 13. With this observation this petition stands disposed of. 14. Since affidavit has not been filed by the respondents any averments or allegations made in the writ petition are not deemed to have been admitted. The concerned parties shall fully cooperate and do the requisite formalities in accordance with law. 15.
