14-09-2026 Item No.4 Subrata Bhattacharyya AR(C) IN THE HIGH COURT AT CALCUTTA Constitutional Writ Jurisdiction Appellate Side WPA No.19339 of 2026 Srija Paik -vs- The State of West Bengal & Ors. Mr. Jagabandhu Roy Mr. Zia-ul-Haque Mr. Indu Bhusan Das …for the petitioner Mr. Sahasrangshu Bhattacharjee, AGP Mr. Nilanjan Bhattacharya …for the State Ms. Debjani Sengupta Mr. Abhijit Chatterjee …for the university 1. An application by the petitioner seeking change of honours subject ‘Chemistry’ to ‘Zoology’ without losing the academic year is alleged to be kept pending before the Vidyasagar University. Prayer has been made to direct the University to consider the petitioner’s prayer. 2. Learned counsel for the University submits, upon instructions, that such prayer of the petitioner cannot be allowed in view of the extant regulations of the University. She contends that the candidate failed in the second, third and fourth Semester in the subject Chemistry and now she intends to change her honours paper to pass, which is not permissible. 3. Upon hearing the respective submissions made on behalf of both the parties, as it appears that there is a formal request by the petitioner before the authority seeking consideration of her application for change of honours paper to pass, accordingly, the instant writ petition stands disposed of by directing the competent authority of the University to pass a reasoned order, upon consideration of the petitioner’s prayer in accordance with law and in the light of the extant regulations of the University, and communicate the same to the petitioner positively within a period of four weeks from the date of communication of this order. 4. All parties are to act on the server copy of this order duly downloaded from the official website of this court. 5. Certified server copy of this order, if applied for, shall be made available to the parties. [Amrita Sinha, J] 2 3
