Heard the learned counsel for the petitioner and learned counsel for the State. 2. The prayer made in this writ petition is upon respondent Nos. 2, 3, 6 and 7 to carry out the construction of the cold storage in terms of the specifications and in terms of the report of the five men committee submitted vide letter no. 548 dated 28.11.2025 and the letter of the various authorities to the respondent no. 3 and 6 to confirm to the specifications and overcome the deficiencies in the said construction and direct the respondents to make good the financial 2026:JHHC:8306 2 losses caused to the petitioner. 3. The grievance of the petitioner is that the cold storage which was constructed is not according to aforesaid specifications. The petitioner claims that they are the beneficiaries of the cold storage, but they are not getting the benefits because of the construction of cold storage is not in accordance with the sanctioned plan. 4. Learned counsel for the petitioner submits that five men committee constituted by Deputy Commissioner, Lohardaga, conducted an enquiry and found laches, but no action has been taken. He further submits that an appropriate direction may be given to the respondents to make necessary corrections as per the sanction plan and take appropriate action against the respondent No. 7. 5. The relief which the petitioner is seeking, cannot be granted in an application under Article 226 of the Constitution of India as this Court is not an expert to examine as to what would be the nature of constructions. Thus, I direct the petitioner to approach the Principal Secretary, Building Construction Department, Government of Jharkhand who will look into the matter and pass an appropriate order and give necessary directions to the respondents if it is found that there are illegality and irregularities in the construction. 6.
