[ 2] Issue notice. [ 3] Ms. N. Jyotsana, learned counsel assisting Mr. M. Devananda, learned senior counsel & Addl. AG entered appearance and accepts notice on behalf of respondent No. 1, 3, 4 & 5 and Mr. Albert Keisham, learned counsel entered appearance and accepts notice on behalf of respondent No. 2, hence, no formal notice is called for. WP(C)No. 367 of 2026 Page 3 [ 4] In view of the limited payer made on behalf of the petitioners and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the motion stage. [ 5] It has been submitted by the learned counsel appearing for the petitioners that for redressing their grievances raised in this writ petition, the petitioners have already submitted representation dated 11-11-2022 to the Chairman, Loktak Development Authority (LDA), Government of Manipur, another representation dated 21-02-2024 addressed to the Deputy Commissioner, Bishnupur District, and the said representations are still pending for consideration and disposal by the authorities. The learned counsel, further submitted that the petitioners will be satisfied for the time being if the present petition is disposed of by directing the respondents to consider the said representations on its own merit and strictly in terms of the applicable act and rules and to dispose of the same by issuing a speaking order. The learned counsel further submitted that pending consideration and disposal of the said representations, a direction may be issued restraining the respondents from evicting WP(C)No. 367 of 2026 Page 4 the present petitioners pursuant to the eviction notice dated 13- 05-2026. [ 6] Mr. M. Devananda, learned Addl. AG and Mr. Albert Keisham, learned counsel appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioners is confined to the consideration and disposal of the representations submitted by them, they have no objection in disposing of the present writ petition as prayed for by the counsel appearing for the petitioners. [ 7] Taking into consideration the submission advanced by the learned counsel appearing for the parties and on perusal of the records, this Court is of the considered view that it will be in the interest of justice to issue the following directions :- (i) The Chairman, Loktak Development Authority (LDA), Government of Manipur (respondent No. 2) and the Deputy Commissioner, Bishnupur District (respondent No. 3) are hereby directed to consider the said representations dated 11.11.2022 and 21- 02-2024 submitted by the petitioners on its own merit and strictly in terms of the applicable act and rules and to dispose of the same by issuing a speaking order. WP(C)No. 367 of 2026 Page 5 (ii) The whole exercise should be completed within a period of 1(one) month from the date of receipt of a certified copy of this order. (iii) It is made clear that pending consideration and disposal of the said representations, the respondents are restrained from evicting the petitioners pursuant to the eviction notice dated 13-05-2026 issued by the Sub Divisional Officer (SDO), Bishnupur, Government of Manipur. [ 8] It is further made clear that the aforesaid directions have been issued without touching upon the merit of the present writ petition. [ 9] With the aforesaid directions, the present writ petition as well as the connected application are disposed of.
