Heard learned counsel for the petitioner and the learned Assistant Government Pleader for Panchayat Raj and Rural Development. 3. The petitioner claims to be a civil contractor. It is his case that he used to execute works of R & B Department, Panchayat Raj Department and other Government Departments. The petitioner executed two C.C road works in Chebrole Gram Sachivalayam area, Guntur District, i.e. 1. Providing internal CC Roads in Chebrole Grama sachivalayam-1 in Chebrole (V & M). Agreement no. /2023-24, Date 07.02.2024 (Rs.6,72,396/-). 2. Construction of CC Road from karamsety Prasad (H) to Sk. Masthanvali Site in Narakoduru-1 village of chebrole mandal.(Rs.6,32,888/-). The total part-I bill amount due is Rs.13,05,281/-. The works were sanctioned by the District Collector and Magistrate, Guntur District on 22.06.2023 and agreements dated 07.02.2024 were entered into with the respondents. The petitioner completed the works SRK,J W.P No.7303 of 2026 4 within the stipulated time by 16.03.2024. The respondents verified the works, recorded them in the M-Books and prepared/finalized the bills. Despite completion of the works and finalization of bills, the respondents have not released the payment for more than one year. The petitioner borrowed money on interest to execute the works and is suffering from financial hardship due to non-payment. 4. It is the grievance of the petitioner that notwithstanding the completion of the work and its measurement by the competent authorities, the amount due towards the executed work has not been paid till date. According to the petitioner, although the work was completed more than two years ago, the respondent authorities have not released the admitted amount payable to him. Aggrieved by the non-payment of the said amount, the petitioner filed the present Writ Petition. 5. Learned Assistant Government Pleader, on written instructions, from the Executive Engineer(FAC), Panchayat Raj Division, Tenali-2nd respondents, submits that there is no dispute with regard to the execution of the subject works by the petitioner. According to him, the petitioner is entitled to an amount of Rs.14,30,197/- after statutory deductions such as QC recovery/withheld amount towards cost of cement, QC and wtihheld, aggregating to Rs.1,86,132/-, and that works executed under GGMP Grant Bills could not be processed in NIDHI portal due to Regulation of Expenditure and that after release of budget bill, the same will be processed, and seeks six SRK,J W.P No.7303 of 2026 5 months’ time for payment of the said amount. The written instructions are placed on record. 6. Having regard to the fact that there is no dispute with regard to the works executed by the petitioner and the amount payable to him, and in view of the submissions of the learned Assistant Government Pleader, the respondent authorities are directed to pay a sum of Rs.14,30,197/- (Rupees fourteen lakhs thirty thousand one hundred and ninty seven Only) to the petitioner within a period of four (04) weeks from the date of receipt of a copy of this order. 7. Accordingly, the Writ Petition is disposed of. There shall be no order as to costs.
