GP FOR REVENUE The Court made the following: 4 SRK, J WP.No.15236 of 2026 O R D E R The present Writ Petition is filed seeking the following relief:- “…to issue writ or direction more particularly one in the nature of writ of Mandamus declaring the actions of official Respondents Nos.2,3,4 and 6 are ill-legal and arbitrary, consequently direct the official Respondents Nos.3 and 4 refuse to grant main layout permission, direct the Respondents Nos. 6 and 7 refuse to grant individual building plans to the petitioner's land an extent of A.C.0-20 cents out of A.C.72 cents in R.S.No.84,the present Adangal R.S.No.84-3A-2 situated at Navuduru Village, Navuduru Gram Panchayat Limits, Veeravasaram Mandal, West Godavari District and pass such other order.”. 2. Heard the learned counsel for the petitioner, the learned Assistant Government Pleader for Panchayat Raj and Rural Development and the learned Standing Counsel for Gram Panchayat. 3. In the present Writ Petition, the petitioner challenges the action of Respondent Nos.2, 3, 4, 5, 6 and 8 in not considering the notices dated 20.04.2026 and 27.04.2026 of the petitioner herein seeking refusal of grant of layout plan in respect of the land in R.S.Nos.84, 84-3A, 84-A-2 situated at Navuduru Village, Navuduru Gram Panchayat Limits. 4. Though the petitioner made several contentions in the writ affidavit, during hearing, learned counsel for the petitioner limited his request to the extent of directing the respondent authorities to consider the representations/ notices dated 20.04.2026 and 27.04.2026 submitted by the petitioner to the official respondents. 5. Learned Assistant Government Pleader for Panchayat Raj and Rural Development submits that appropriate action would be taken on the representations/notices dated 20.04.2026 and 27.04.2026 submitted by the petitioner, if any, pending with the respondent-authorities. 6. In view of the submissions made by the learned Assistant Government Pleader, this Court is of the opinion that it is not necessary to adjudicate upon the truth or otherwise of the allegations made in the Writ Petition. This Court is 5 SRK, J WP.No.15236 of 2026 conscious of the dictum laid down by the Hon'ble Apex Court in The Government of India v. P. Venkatesh1, wherein the Hon’ble Apex Court held that such orders may make for a quick or easy disposal of cases in overburdened adjudicatory institutions. But, they do no service to the cause of justice. However, the authorities are bound to act upon the representation/notice submitted by the petitioner in accordance with law, within the time bound manner. Having regard to the fact that the learned counsel for the petitioner has himself confined the relief sought to a direction to the respondent authorities to consider and dispose of the representations/notices dated 20.04.2026 and 27.04.2026, this Court finds no other appropriate course, in the facts and circumstances of the case, except to issue such a direction. 7. Accordingly, instead of going into merits of the case, this Writ Petition is disposed of, directing the respondent authorities to dispose of the representations/notices dated 20.04.2026 and 27.04.2026 submitted by the petitioner, if any pending with them, in accordance with law, within a period of four (4) weeks, from the date of receipt of a copy of this order. There shall be no order as to costs. As a sequel thereto, the miscellaneous applications, if any, pending in this Writ Petition, shall stand closed. _____________________________ JUSTICE K.
