1. Mr. Amar Murti Shukla, learned counsel for the petitioner.
2. Mr. Ganesh Kandpal, learned Deputy Advocate General for the State of Uttarakhand.
3. This writ petition has been filed by an Association of Stage Artists. By means of this writ petition, petitioner has sought the following reliefs: -
(i) A writ, order or direction in the nature of Certiorari quashing the impugned advertisement dated 19.12.2025 issued by respondent no. 3 (contained as Annexure No. 2 to the writ petition).
(ii) writ, order or direction in the nature of mandamus directing the respondents to permit the petitioner society and similarly situated artists to perform cultural groups who were already registered with the respondent authorities.
4. According to petitioner, respondent no. 2 invited applications for registration of Stage Artists by issuing an advertisement, however, that advertisement is published in a newspaper, which has hardly any circulation in State of Uttarakhand.
5. It is contended that due to publication of advertisement in such newspaper, most of the Stage Artists, including petitioners, were deprived of their right to apply for registration in response to the advertisement in

6. Learned State Counsel submits that if petitioners have any grievance then they should have approached the Competent Authority by making a representation.
7. The writ petition is, accordingly, disposed of with liberty to petitioner to make representation to respondent no. 3 within 24 hours. If petitioner makes representation within stipulated time, decision thereupon shall be taken within one week thereafter. Petitioner shall be at liberty to make representation through electronic mode, including e-mail.
