For the O.P.-State : Mr. Suman Marandi, AC to SC-IV ------- 07/Dated:27.01.2026 Order dated 13.01.2026 reads as follow:- “Pursuant to the earlier order of this Court, Mr. Aditya Ranjan, D.C. Dhanbad is present through V.C. and he submits that there are some procedures which required to be done by the Central Government in order to delete the plot number from the prohibited list of NGDRS owned by the petitioners of this case and other cases. 2. Today, again learned senior counsel has produced screenshot of the plots which are in prohibited list, and still the land in question is reflecting in the said list. 3. It may be possible that the respondents are facing difficulties in deleting the entire plot due to the fact that the petitioners of this case and other cases are not the owner of the entire plot of 157/262. 2026:JHHC:2048 2 4. Having regard to the aforesaid circumstances, in order to keep the lis at rest, the concerned opposite party (D.C., Dhanbad) is directed to publish the detail in one Hindi Newspaper (Phabhat Khabar) which is widely circulated in Dhanbad, indicating the plot numbers vis- a-vis detail of the owners/petitioners of this case as well as other cases so that the deletion of the respective plots are reflected in the said publication. 5. List on 20.01.2026. 6. Personal appearance of Mr. Aditya Ranjan, D.C. Dhanbad is hereby dispensed with for the time being.” 2. Pursuant to the aforesaid order it has been informed by the Ld. Sr. Counsel that though the publication has been made; however, a display board was fixed on the piece of land which was said to be released from the prohibited list. 3. It has been stated by the Ld. Counsel for the contemnor that due to some ill advice by the Sub- ordinate officer, the same was fixed, however after knowing the legality, a letter dated 23.01.2026 was issued. Learned counsel for the contemnor produced the said letter which is kept on record. It has been further submitted by the Ld. Counsel for the contemnor that the concerned Sub-ordinate Officer has also been issued a show-cause in this regard. 4. Ld. Senior Counsel for the petitioner upon instruction submits that even the Registrar has also been informed that no registration should be made with respect to the land in question. 5. Having regard to the rival submissions, admittedly today, it has been admitted by the Ld. 2026:JHHC:2048 3 Counsel for the contemnor that due to ill advice by the Circle Officer, a display board was fixed on the land in question, however, the same has been removed immediately and the land in question has been deleted from the prohibited list. Therefore, so far as the order passed by the Writ Court is concerned; it has been duly complied with, however after much deliberation. 6. The Contemnor is hereby cautioned not to act in such a manner which will affect the implementation of the order by fixing the display board on the plot in question and/or by giving any direction to the registry office with respect to the nature of land. If anything done in future, the same shall be taken very seriously. 7. With these words of caution, the instant contempt is dropped against the contemnor. However, liberty is given to the petitioner that if anything happens which is against the implementation of the order passed by this Court, the same shall be brought to the notice of this Court. 8.
