In spite of notice having been served on the respondents, that has been returned with an endorsement as refused, which amounts to effective service on the respondents, the respondents had neither chosen to appear before this Court in person nor are being represented by a counsel. 3. I have considered the submissions made by the learned counsel for the applicant and also perused the materials placed on record. 4. This Court is of the view that the applicant has made out a prima facie case for passing an order prohibiting the Garnishee from making payment upto a limit of Rs.10,18,466.24 and also finds that notice under Section 21 of the Arbitration and Conciliation Act, 1996 had been issued. 5.
