Learned counsel for the respondents, on instruction, submits that the petitioner has neither filed any application before the appropriate authority nor formal application has been filed. 3. Considering the submission of the parties, I am not inclined to entertain the disputed question rather I direct the petitioner to file a fresh application before the respondent No.4- Circle Officer, Khunti within a period of one week. 4. If such application is filed by the petitioner with proper stamps and relevant documents, the certified copy will be handed over to the petitioner within ten days thereafter. 5.
