POONACHA ORAL ORDER The present writ petition is filed seeking for the following reliefs: (a) ISSUE a writ appropriate nature of certiorari quashing Annexure-F rejecting the Bid of the Petitioner in Bid No. B5076693 in tender notification in SJICR/2023- 24/SE0002, dated. 16.08.2023, issued by the 2nd respondent, as per Annexure-C. b) ISSUE a writ appropriate nature of mandamus directing the respondent to award the Work Contract in tender notification in SJICR/2023-24/SE0002, dated.16.08.2023 issued by the 2nd respondent, as per Annexure-C having found to be L1 Bidder; Digitally Signed by CHEPPUDIRA MONNAPPA POONACHA - 3 - HC-KAR CNR: KAHC010097272024 NC: 2026:KHC:48790 WP No. 4865 of 2024 c) ISSUE a writ mandamus directing the respondent refraining from withdrawing tender notification dated 16.09.2023 or issuing a fresh notification with respect of scope of work defined under the tender notification SJICR/2023-24/SE0002, dated.16.08.2023 as per Annexure-C, issued by the 2nd respondent; and d) Pass such other orders as deemed fit in the ends of justice." 2. The petitioner, is inter alia, aggrieved by the withdrawal of the tender notification, and has filed the present petition for appropriate reliefs. 3. The tender in question was for providing Canteen and Dietary Services at the second respondent - Institute for a period of 24 months from the date of the agreement and extendable by 12 months. 4. It is forthcoming that this Court by interim order dated 21.02.2024 had granted interim stay as prayed for, which has been extended till date. Admittedly, as on date, the initial tender period of 24 months has expired. 5.
