This petition has been filed for initiating proceedings under the Contempt of Courts Act, 1971, for alleged wilful disobedience and non-compliance of order dated 06.04.2026 (Annexure P-1), passed by the Writ Court in CWP-10054-2026, titled as ‘Bhagwan Dass vs. State of Haryana and others’, the operative part of which reads thus:- “5. In view of the limited prayer made by counsel for the petitioner without commenting upon the merits of the case, the present petition is disposed of and respondent No.2/competent authority is directed to hear and decide the representation dated 18.03.2026 (Annexure P-6) filed by the petitioner in a time bound manner and pass a speaking order. 6. Needless to say, if the petitioner is found entitled to the relief sought, the same be granted to him forthwith by respondents/competent authority.” 2. Upon advance copy of the petition having been furnished, HARISH KUMAR 2026.09.11 19:49 I attest to the accuracy and authenticity of this order/judgment COCP-3849-2026 (2) learned State counsel had put in appearance on behalf of the respondents and sought time to file compliance affidavit. 3. On resumed hearing today, compliance affidavit dated 07.09.2026, of Deputy Commissioner-cum-President District Red Cross Society, Faridabad, has been filed in the Court and appended therewith is speaking order dated 03.09.2026 (Annexure R-1), purported to have been passed in compliance of the aforesaid orders dated 06.04.2026 (Annexure P-1). The same is taken on record. A copy thereof stands furnished to learned counsel opposite. 3. Learned counsel for the petitioner, after going through the aforesaid affidavit, disputes the correctness of speaking order dated 03.09.2026 (Annexure R-1) and in view thereof, she prays that the present petition be disposed of as not pressed any further, with liberty to the petitioner to avail legal recourse against the speaking order dated 03.09.2026 (Annexure R-1). 4. Disposed of as not pressed with liberty aforesaid.
