Though the matter is listed today for preliminary hearing, it is heard. 3. The captioned writ petition is filed seeking a writ of mandamus directing 3rd respondent to dispose of the Case No.KSC/ST No.92/2012-13 (Annexure-A) filed by respondents 4 to 7 herein before it, under provisions of Rule 3(2) of the Karnataka KSC and ST (PTCL) Rules, 1979 expeditiously within an outer limit to be fixed by this Court. 4. Counsel for the petitioner and AGA urged several contentions. Counsel appearing for the petitioner submits that the proceedings were initiated before the Assistant Commissioner during the year 2012–13. However, despite the lapse of considerable time, the proceedings have not yet been - 4 - HC-KAR CNR: KAHC010502662026 NC: 2026:KHC:48588 WP No. 23162 of 2026 concluded. It is therefore prayed that a direction may be issued to the Assistant Commissioner to dispose of the proceedings as expeditiously as possible. The AGA submits that an appropriate order may be passed. 5. Heard the counsel for the parties and perused the material available on record. 6. A perusal of the records indicates that the proceedings were initiated before the Assistant Commissioner during the year 2012–13. However, for reasons best known to the Assistant Commissioner, the proceedings have not yet been brought to their logical conclusion and have remained pending for nearly fourteen years. In the circumstances, this Court deems it appropriate to direct the Assistant Commissioner to conclude and dispose of the proceedings, in accordance with law, within an outer limit of four weeks from today. 7. In view of the above observations and directions, the writ petition stands disposed of. Since this Court has - 5 - HC-KAR CNR: KAHC010502662026 NC: 2026:KHC:48588 WP No. 23162 of 2026 issued only a direction in the nature of mandamus, there is no necessity to issue notice to the other respondents.
