GUNESHWAR SHARMA Order 08.05.2026 [1] Present Mr. N. Umakanta, learned senior counsel assisted by Ms. Kh. Sapna, learned counsel for the petitioner; Mr. Th. Vashum, learned G.A. for the State respondent and Mr. S. Suresh, learned counsel for the Principal Accountant General, Manipur. [2] By the present petition, the petitioner prays for a direction to the respondents for issuing necessary order to the petitioner to avail family pension. Her deceased father was Ex-Head Master under the jurisdiction of Z.E.O., Zone-III, Thoubal, holder of PPO No. 12144, expired on 30.12.2003. It is stated that the petitioner is unmarried differently abled person. [3] During the course of hearing, Mr. Th. Vashum, learned G.A. for the State respondent, produces a copy of the letter dated 30.04.2026 issued by the Addl. Director of Education (S/V), Manipur to the Zonal Education Officer, Zonale Education Officer, Zone-III, Thoubal requirement of ten documents listed in that order. [4] The letter dated 30.04.2026 is taken on record and reproduced as: “GOVERNMENT OF MANIPUR DIRECTORATE OF EDUCATION (S) No.13/25/2024-ED(S/V) Pen: Imphal, the 30th April, 2026. To The Zonal Education Officer, Zonale Education Officer, Zone-III, (Thoubal). Subject: Transfer of family pension in respect of Md. Hesamuddin, Ex-Head Master, Zone-III, Thoubal, under PPO.No.12144. Sir, I am directed to enclose herewith a copy of the letter bearing No. Nill dated 18th December, 2025 received from K.M. Nasima, unmarried differently abled daughter of (L) Md. Hesamuddin, Ex-Head Master under jurisdiction of Z.E.O., Zone-III, Thoubal, holder of PPO No.12144, expired on 30-12-2003 on the above subject and request you to kindly submit the claim through proper channel i.e. from the Head of Office/School along with the following necessary documents/certificates with necessary countersigned for further necessary action. i. Service termination order for pensioner. ii. Pension Book/PPO (original). iii. Death Certificate of pensioner & spouse. iv. Passport Photo & Disabilities certificate (original). v. Legal Guardian of nominee with Aadhaar. vi. No Objection Certificate from family members. viii. Detail of Family List, Form-3 & 21 with supporting documents. Un-married/ Legal Daughter/ Un-Employment Certificates. ix. Descriptive Roll and Specimen Signature/Finger Impression of nominee. x. Satisfactory/Genuineness certificates. Vashum, learned G.A. for the State respondent, on instruction, further submits that if the petitioner submits these ten documents mentioned in the letter dated 30.04.2026, the State respondents are willing to consider the case of the petitioner for family pension. [6] In the circumstances, the petitioner is directed to submit necessary ten documents as mentioned in the letter dated 30.04.2026 within two weeks’ through proper channel. From the date of submission of these documents by the petitioner, the State respondents shall process the file and submit the necessary documents with authority to the Office of the Principal Accountant General, Manipur within a period of one month and office of Principal Accountant General, Manipur shall pass necessary order within a further period of one month from the date of receipt of necessary documents and authority from the State respondents.
