Side) – R1 to R4 ORDER The Writ Petition has been filed for a direction, directing the respondents 2 to 4 to provide police protection to the petitioner, employees, contractors, workmen, vehicles, machinery and equipment for carrying out augering works, erection of poles, laying of 22 KV HT transmission lines and all connected activities pursuant to the permission granted by the 1st respondent by considering the petitioners’ representation dated 30.05.2026 2.The petitioner is engaged in the filed of renewable energy generation and associated infrastructure development. Presently, the petitioner company undertakes the works relating to establishment of transmission infrastructure for evacuation of power generated from its project. In this regard, the District Collector, Namakkal, 1st respondent herein undertook a detailed examination of the rival claims, technical requirements, objections raised by the objectors and reports submitted by the concerned departments. Thereafter, the 1st respondent, after considering all relevant materials, passed proceedings in Na.Ka.No.29567/2025/AH2 dated 28.05.2026 permitting implementation of the transmission line project and recognised the necessity of establishing the https://www.mhc.tn.gov.in/judis WP Crl. No. 1359 of 2026 __________ Page3 of 4 transmission infrastructure required for evacuation of power generated by the petitioner’s renewable energy project. 3.That apart, the 1st respondent also considered the objections relating to the existing water pipeline and other public infrastructure, permitted implementation of the transmission project. Pursuant to which, the petitioner company specifically proposed to undertake augering works for erection of transmission poles along the approved transmission route commencing from Devaranampalayam Revenue Village and passing through Nallur Revenue Village, situated along the Omalur – Sankari – Tiruchengode – Paramathi State Highway (SH-86) within Maniyanur Panchayat limits. 4.However, in order to start the work, the petitioner also made arrangements to deploy augering machinery together with approximately 15 workmen for commencement of the said works on 04.06.2026 at about 9.00 a.m. When that being so, certain unidentified private individuals unlawfully assembled near the proposed work site and started interfering with the project activities and attempted to obstruct the execution of work. Therefore, the petitioner lodged a complaint and also submitted a representation dated 30.05.2026, before the 2nd respondent herein, seeking adequate police protection for carrying out the transmission line works. https://www.mhc.tn.gov.in/judis WP Crl. In view of the above, the 4th respondent is hereby directed to forthwith provide adequate police protection to the petitioner, his employees, contractors, workmen, vehicles, machinery and equipment for carrying out augering works, erection of poles, laying of 22 KV HT transmission lines and all connected activities pursuant to the permission granted by the 1st respondent by considering the petitioners’ representation dated 30.05.2026. 6.With the above direction, this Writ Petition stands allowed.
