W.P.(MD) No.16134 of 2026 O R D E R The present Writ Petition is filed for issuance of a Writ of Mandamus directing the first respondent to include the petitioner's name as well as the names of the other legal heirs of her father, namely, Late Subbaiah, in the Pattam Receipt based on the petitioner's petition dated
29.12.2025. 2. The petitioner's father, namely, Late Subbaiah, was having a Pattam Receipt in respect of the land belonging to the second respondent, Thiruvaduthurai Aatheenam. The petitioner's father died on 19.05.2014. Now, the legal heirs are seeking to include their names in the Pattam Receipt. 3. A pattam cannot be claimed as a hereditary right. The pattam is issued only for cultivation of the lands based on the contribution of physical labour rendered by the person concerned. Now, the petitioners have to establish that they are personally cultivating the lands by contributing their physical work. 4. However, the said issue can be considered only by the second respondent, Thiruvaduthurai Aatheenam and not by the first respondent, Tahsildar. Therefore, the petitioner is directed to submit a fresh representation to the second respondent within a period of four weeks from the date of receipt of a copy of this order, who, in turn, shall consider the same within a period of eight weeks therefrom and pass appropriate orders on merits and in accordance with law. 5. With this direction, this Writ Petition is disposed of. There shall be no order as to costs.
