By way of filing this writ petition, the petitioner has challenged the orders dated 26.10.2016 and 23.04.2016, whereby the candidature of the petitioner in recruitment for the post of Lab Technician was rejected on the ground that the qualification acquired by him was not included in the eligibility clause. 2. Thus, clearly cause of action, if any, accrued to file this writ petition in the year 2016, however, no justification, much less than sufficient cause, has been given by the petitioner for filing this petition after lapse of more than 9 years from the date of [2026:RJ-JP:8320] (2 of 2) [CW-3412/2026] accrual of cause of action. It is settled proposition of law that writ jurisdiction is a discretionary and equitable remedy and cannot be invoked by any person, who was not vigilant about his rights.
