IN THE HIGH COURT OF ORISSA AT CUTTACK W.P.(C) No.5603 of 2026 Peter Oram @ Peter Minz …. Petitioner Ms. P. Bastia, Advocate -versus- State of Orissa & others …. Opp. Parties Mr. S.B. Panda, AGA CORAM: THE HON’BLE MR. JUSTICE CHITTARANJAN DASH Order No. ORDER 17.04.2026 01. 1. Heard learned counsel for the Parties. 2. By means of this application, the Petitioner seeks the following relief:- “Under the aforesaid facts and circumstances it is, therefore, prayed that your lordship may kindly be graciously enough to direct the Tahasildar, Hemgir to issue the ROR in favour of the present Petitioner in response to the Lease Case No. 186 of 1976.” 3. In course of the hearing in the application, Ms. Bastia, submits that the RoR though has been issued under Annexure-2, the plot number mentioned in the RoR is wrong and the Petitioner has moved before the Tahasildar, Hemgir for effecting the correction in respect to the Plot number, which has been described as “418” in place of “417” under Khata No.42 of Tihuria and for issuance of a corrected RoR. 4. Perusal of the Annexure-4, i.e. the application mooted by the Petitioner before the Tahasildar, Hemgir seems to have been made with a prayer for grant of Record of Right, though it does not specify in the prayer to bring the necessary corrections in respect to the Plot numbers mentioning the Plot numbers to be “417” in place of “418”. 5. In view of the above, the Opposite Party No.3 i.e. the Tahasildar, Hemgir is directed to dispose of the application of the Petitioner dated 02.01.2026, bringing necessary corrections in the plot numbers as mentioned in the application of the Petitioner at Paragraph No.5 and to correct the Record of Rights as prayed for, in accordance with law, within a period of sixty days and to communicate the result thereof to the Petitioner within a period of two weeks thereafter. 6. The Writ Petition is accordingly disposed of. A free copy of this order be supplied to the learned AGA for onward transmission to the Tahasildar, Hemgir for compliance. (Chittaranjan Dash) Judge Bijay
